Ceuta president calls for EU action as Spanish enclave faces crisis

Juan Jesús Vivas, president of the Spanish enclave Ceuta in North Africa, warned on September 8–9, 2026, that the city is on the brink of collapse due to Morocco's "harassment policy." He called on the EU to take firm action as Spain and the EU continue to regard Morocco as a trusted partner.
